Whitney Ederer, JD, MPH, CIE, FAHM, MCM


Whitney has over seven years of regulatory compliance experience in serving both industry and state/federal regulators. As Manager of PBM services, she assists ER’s efforts in performing PBM examination-related services on behalf of state regulators. She previously directed an audit team of 16 for the Mental Health Parity and Addiction Equity Act (MHPAEA) non-quantitative treatment limitation (NQTL) comparative analysis examinations on behalf of Consumer Information and Insurance Oversight (CCIIO), including examinations of prescription drug benefit transactions. As part of this work, Whitney drafted three annual reports for the United States Congress, summarizing MHPAEA enforcement actions and examination themes from the previous auditing year, including detailed findings related to prescription drug benefit NQTLs (e.g., formulary design, prior authorization, step therapy, quantity limits, and methadone treatment exclusions for opioid use disorder). Previously, Whitney was In-House Counsel at a health insurance company, where she advised the enterprise on state and federal requirements pertaining to pharmacy benefit manager requirements, particularly in relation to licensing and transparency. She also previously served at a state health department as an Administrative Rules Manager within its Office of Legal Counsel where she managed and wrote over 20 administrative rules on behalf of the state agency, collaborating with local and federal stakeholders and presented to the state legislature.

Whitney earned her Bachelor of Science in Paralegal Studies & Sociology from Winona State University, a Master of Public Health from the University of Wisconsin School of Medicine & Public Health, and a Juris Doctor from the University of Wisconsin Law School. She is a member of the Insurance Regulatory Examiners Society (IRES) and holds the Certified Insurance Examiner (CIE), Fellow, Academy for Healthcare Management (FAHM), and Market Conduct Management (MCM) designations. Whitney is a licensed attorney and works and resides near Madison, Wisconsin.
